If SYStem.Up fails and the debugger reports a power-fail condition, check whether two debuggers are connected to the target at the same time, for example a JTAG dongle and a NEXUS probe.

This is an unsupported configuration and prevents both the JTAG dongle and the NEXUS probe from being used for debugging
