CPU cores not responding to debug commands — JTAG and IDCODE detected Awaiting Agent

I'm working with the S32G399A processor and TRACE32 for JTAG debugging. The JTAG interface is physically connected and functional — SYStem.DETECT DaisyChain successfully detects the IDCODE of the chip (0x1988c01d), indicating that the scan chain is intact.
However, when I attempt SYStem.Up or SYStem.Mode Attach, I consistently get the error: "Debug Port fail". Additionally, the CPU cores are not responding to debug commands such as Data.List &0xE000EDF0.
Lowering JTAG clock frequency
Using SYStem.Option.EnReset OFF
Power cycling the board
Holding reset and attaching early
The target is powered, RESET_B is high, and the red LED no longer blinks when connecting JTAG.
Is this possibly related to clock gating, security lockdown, or missing start-up script? Any suggestions for enabling debug access to the cores or recommended script for S32G399A would be greatly appreciated.
